Special Cash Payment Application Method

The Application Deadline was on August 25, 2020 (Tuesday).

What is the Special Cash Payment?

The Japanese government will provide 100,000 yen per person to those who are listed on the basic resident register to support household finances as an emergency economic measure for COVID-19.


Eligible Recipients: Those who are recorded in the basic resident register as of April 27th, 2020.

※Foreigners residents are also eligible for this benefit. However, short-term residents and undocumented residents are not eligible for benefits.

Applicant and Recipient: The head of the household.

Benefit amount:100,000 yen for each person who is eligible for the benefit

Benefit Period: After the end of May, the payment will be made in the order that applications were received.

Application deadline: Tuesday, August 25, 2020

Terms of Consent: Please submit your application after agreeing to the following terms

  • In order to confirm eligibility, confirmation shall be made with the official records held by the municipality.
  • If eligibility cannot be confirmed by the official records, etc., the submission of relevant documents is required. In addition, we may ask other municipalities to verify your residence.
  • If the transfer is not completed due to incomplete or incorrect account information or other reasons and the municipality is unable to contact or confirm with the applicant (or a proxy) by the application deadline, the application shall be deemed to have been withdrawn.
  • In the event that a person has received another Special Cash Payment from another municipality in duplicate, they must complete a refund.
  • If a member of the household other than the head of the household recorded in the basic resident register is found to be receiving the Special Cash Payment for any reasons, they must complete a refund.


How to Apply by Mail

 When you receive the application form for the Special Cash Benefit from Sapporo City, please follow the steps below to apply by post.

1.This envelope will be sent to the head of the household from Sapporo City.



2.Inside, you will find this document.




3.Separate the “Special Cash Payment Application” along the perforated line.




4.Complete the “Special Cash Payment Application” form

5. After filling out the form, prepare the attached documents.

Attachment (1): A copy of one of the documents below to verify your identity

・Residence Card ・Passport・Japanese Driver's license・Japanese National Health insurance card・My Number Card, etc

Attachment (2) A copy of the bank account to which the money will be transferred (one of the following)

・Passbook ・Cash card ・Internet banking screen


6.Attach the Attachments to the “Special Cash Payment Application” form

The attachment sheet can be found on the back of the "Example Application for the Special Cash Payment".

 7.Put the application form and the attached attachments in the return envelope.

Write your address and name on the back of the envelope.



8.Post the envelope. Postage stamp not required.



※If you have a My Number Card, you can also apply online.

The schedule for opening will be announced on the Sapporo City website as soon as it is decided.
