TheSapporoCityInstituteofPublicHealthwasestablishedinApril1962(thencalledtheHygieneLaboratory)asatestandresearchcenterthatcouldalsocollect,analyze,andprovidehealthinformation,andthuspreservebothpublichealthandtheenvironment.Asascientificandtechnicalcornerstoneofthepublichealthadministration,theinstitutehasprovidedscientificdatagainedthroughcutting-edgetechnologiesandhascontributedgreatlytopublichealthadministrativepolicy.
DemographicchangesinJapanandglobalizationhavebroughtaboutadiversificationofthepublichealthadministration'smission,andthisisbringingconsiderablechangetotheenvironmentinwhichtheinstituteoperates.Theglobalizationofenvironmentalconservationandtheneedforpromptcountermeasurestosuchissuesasemergingandreemerginginfectiousdiseasesandimportedfoodarebutafewtopicalpressures.Anagingsocietywithlowerbirthratesisalsoadrivingforce.
Byincorporatingleading-edgetechnologiesandstrengtheningitscooperationwithotherresearchinstitutes,theSapporoCityInstituteofPublicHealthismeetingtheneedsofthetimesandisworkinghardtofurtherimprovethequalityofitsservicesandtotherebyprotectthepublichealthandensureapleasantwayoflife.
